Local app enumeration via unchecked calling package

Information disclosure in Android 12 TelecomServiceImpl allows local users to determine whether a targeted app is installed. hasManageOngoingCallsPermission accepts a caller-supplied package name without verifying that it belongs to the Binder calling UID, exposing a response discrepancy for installed packages. A local app needs no additional execution privileges or user interaction, and the disclosed fact is limited to package presence.
