Local privilege escalation via hidden foreground service

Improper input validation in Android 10 and 11 allows local users to elevate privileges by hiding a foreground-service notification. enqueueNotificationInternal in NotificationManagerService.java accepts invalid notification input and permits a foreground service to continue without posting its required notification. A malicious local app needs no additional execution privileges or user interaction; the bypass conceals the service's continued operation from the device user.
