Local service interruption via unlimited account creation

Resource exhaustion in Google Android 10, 11, 12, 12L, and 13 allows local users to interrupt device service through account creation. AccountManagerService permits an app to repeatedly call addAccountExplicitly without an account limit, causing findAllDeAccounts in AccountsDb.java to enumerate an unbounded account set. Any locally installed app can trigger the condition without additional execution privileges or user interaction, exhausting resources until device services become unavailable.
