Local privilege escalation via mutable notification PendingIntent

Confused deputy in Android 10 SystemUI allows local users to perform actions with SystemUI privileges through an unsafe PendingIntent. NavigationModeController.showNotification creates a notification content PendingIntent for an empty activity Intent without an immutability flag, leaving the delegated intent mutable. Execution privileges are required to obtain and modify the token, but no user interaction is required; successful exploitation runs the substituted action as SystemUI.
