Local heap-dump disclosure via exported provider

Information disclosure in HeapDumpProvider in Google Cloud Android 11 allows local users to read debuggable-app heap dumps. The Shell manifest exports HeapDumpProvider, so its openFile method returns generated dumps to other apps without requiring explicit URI sharing. A local app needs no added execution privileges or user interaction and can recover sensitive data stored in a debuggable app's heap.
