Local privilege escalation via shared VectorDrawable state

Race condition in Android 8.1 through 11 VectorDrawable allows local users to escalate privileges through concurrent drawing. The constructor reuses a VectorDrawableState whose mutable native object is not thread-safe, so two instances can draw against the same object and corrupt memory. A malicious local application needs no additional execution privileges or user interaction and can execute code in a privileged process.
