Local privilege escalation via VPN profile reset

Elevation of privilege in Android 11 allows local users to reset a VPN profile and gain CONTROL_ALWAYS_ON_VPN through a permissions bypass. The stopVpnProfile method fails to enforce that the caller is the currently prepared VPN package before it invokes prepareInternal with the legacy VPN configuration, allowing an unauthorized profile reset. Exploitation requires a local app with low privileges and no user interaction; the resulting control can affect VPN configuration and system confidentiality, integrity, and availability.
