Trackable identifier disclosure via missing permission check

Information disclosure in Android 10 and Android 11 allows local users to retrieve a trackable subscription-group identifier without interaction. SubscriptionController.conditionallyRemoveIdentifiers leaves SubscriptionInfo.mGroupUUID intact when callers hold READ_PHONE_STATE but lack READ_DEVICE_IDENTIFIERS. Code execution with ordinary user privileges is required, and exposure is limited to the persistent subscription-group identifier.
