Identifier disclosure via insufficient phone-state permission check

Information disclosure in Android 8.1 through 11 allows local users to read unique subscription identifiers without user interaction. SubscriptionController.getAvailableSubscriptionInfoList accepts READ_PHONE_STATE where READ_PRIVILEGED_PHONE_STATE is required, exposing returned subscription data. A locally installed application with the ordinary phone-state permission can retrieve identifiers without additional execution privileges.
