Local SIP account disclosure via unprotected broadcasts

Missing authorization in Android 8.1 through 11 allows local users to retrieve SIP account names without user interaction. SipService's notifyProfileAdded and notifyProfileRemoved methods sent broadcasts containing EXTRA_LOCAL_URI without requiring USE_SIP permission. A local malicious application can receive those broadcasts without extra execution privileges, exposing configured SIP account identifiers but not message content or credentials.
