Local privilege escalation via protected broadcast redirection

Confused deputy behavior in the Settings app in Android 8.1 through 11 allows local users to gain privileges via a crafted request. DevicePickerFragment.sendDevicePickedIntent accepts attacker-selected package and class values, then sends the resulting broadcast with the privileged Settings UID. A locally executing app is required; no user interaction is needed, and reachable protected receivers can perform privileged actions such as factory reset.
