Local privilege escalation via unprotected profile broadcasts

Missing authorization in Android 11 Framework allows local users to enable disabled profiles through unprotected broadcasts. DevicePolicyManagerService.onReceive accepts ACTION_PROFILE_OFF_DEADLINE and ACTION_TURN_PROFILE_ON_NOTIFICATION broadcasts because the manifest does not restrict them to the system. A low-privileged app can trigger the transition without user interaction, allowing its user to regain access to a disabled profile.
