Local information disclosure via unchecked encoder dimensions

Out-of-bounds read in Android 11's H.264 encoder allows local users to disclose process memory through malformed frame dimensions. The encoder's process path accepted dimensions after set_dimensions had rejected unsupported values, causing ih264e_fmt_conv_422i_to_420sp to read beyond a heap buffer. Exploitation requires local code to invoke the encoder and ignore the earlier validation error; no user interaction or additional execution privileges are needed, and the bounded impact is memory disclosure.
