Local backup-status disclosure via missing service authorization

Missing authorization in Android 11 BackupManagerService allows local users to learn whether the backup service is active for their app. The isBackupServiceActive method relies on a client-side BACKUP permission check while its Binder service endpoint returns the status without enforcing that permission against the caller. A locally installed app needs no additional execution privileges or user interaction, and the disclosed state is limited to its own UID.
