Local installed-package disclosure via policy-query oracle

Information disclosure in Google Android Automotive OS 12 allows local users to identify installed packages without user interaction. CarPackageManagerService's isServiceDistractionOptimized method returns distinguishable policy results for supplied package names without first verifying the caller's package-visibility permission. A low-privileged local application can use this boolean oracle to test package presence, but it cannot read package contents or modify packages.
