Device tracking via stable IPv6 link-local identifier

Information disclosure in Google Cloud Android 10 Wi-Fi networking allows physically proximate attackers to track a device through IPv6 traffic. ClientModeImpl.startIpClient applies RFC 7217 stable-privacy IPv6 link-local address generation even when per-network MAC randomization is enabled. No privileges or user interaction are required, but the attacker must be close enough to observe the device's network traffic; the disclosed identifier enables cross-network correlation rather than data access.
