Privilege escalation in Android 11 allows local users to reset carrier actions by launching an unprotected captive-portal activity. The CarrierDefaultApp manifest exports CaptivePortalLoginActivity without a permission check, and done() can invoke resetAllCarrierActions. A local app needs no user interaction or added execution privilege to alter carrier settings through the activity.
