Local privilege escalation via unprotected provisioning broadcast

Missing authorization in Android 11 telephony allows local users to modify provisioning settings during device onboarding without interaction. DcTracker.onReceive handled a dynamically formed provisioning action that was not protected and encoded the phone ID in the action rather than a validated extra. A local app can send the broadcast during onboarding, gaining control over the provisioning URL and other telephony settings.
