Local privilege escalation via unchecked netdiag write

Out-of-bounds write in Android 10 and 11 netdiag allows local users with System execution privileges to escalate privileges. The netdiag component writes past a buffer boundary because it does not validate the relevant size before performing the write. Exploitation requires local access with System execution privileges, needs no user interaction, and can elevate execution within the affected device.
