Local privilege escalation via unlocked proto_loaded access

Use-after-free in Google Cloud Android 9 through 11 storaged allows local users to escalate privileges without user interaction. The add_user_ce and remove_user_ce paths access the global proto_loaded state without the mutex needed to serialize concurrent lifetime changes. A local malicious application needs no additional execution privileges, and successful exploitation gains elevated privileges in storaged.
