Local privilege escalation via unchecked batch scan delivery

Missing authorization in Android 8.1, 9, 10, and 11 allows local users to retrieve Bluetooth batch scan results without permission. GattService.java's onBatchScanReports and deliverBatchScan paths forwarded every result to callbacks and pending intents without applying the regular-scan permission filter. A locally installed application needs no additional execution privileges or user interaction; exposure is limited to nearby Bluetooth scan data.
