Local MAC-address disclosure via ignored package check

Incorrect authorization in Google Cloud Android 8.0 through 11 allows local users to read nearby Bluetooth MAC addresses after user interaction. CompanionDeviceManagerService.checkCallerIsSystemOr uses a package check whose failure is returned rather than thrown, so queries for another package's associations are not rejected. Exploitation requires a locally running app with User execution privileges and user interaction; the bounded result is exposure of nearby device identifiers.
