Race condition in Gogs 0.11.91 and earlier allows remote attackers to create repositories beyond an administrator's configured limit. CreateRepository in internal/db/repo.go checks owner.CanCreateRepo before lengthy work, then creates each repository and updates the shared NumRepos field without locking. Reachability requires a repository-capable user context and concurrent creation requests; the result is excess repositories and an inconsistent counter.
