Credential decryption via hard-coded symmetric key

Hard-coded key use in Fortinet FortiManager 6.2.4 and earlier allows attackers to decrypt ENC credentials from exposed CLI configurations. The fips.c component encrypts every ENC credential with a fixed symmetric key instead of a system-specific secret. Exploitation requires possession of a CLI configuration or an unprotected backup, and the demonstrated consequence is plaintext credential disclosure.
