User creation via forged administrator request

CSRF in LiteCart 2.2.1 and earlier allows remote attackers to add a user through the administrative user-edit endpoint. The endpoint accepts a cross-site user-creation request under an authenticated administrator session, but the public record does not identify the missing request-integrity check. Exploitation requires an administrator's browser to submit the forged request, and the bounded consequence is creation of an application user.
