Account compromise via unthrottled password attempts

Insufficient login-attempt restriction in Argo CD before 1.5.1 allows remote attackers to brute-force local account passwords. SessionManager.VerifyUsernamePassword accepted each non-SSO password attempt without tracking failures or delaying later attempts. No credentials are required to reach the network login interface; repeated guesses can compromise a local account and its authorized resources.
