Service impersonation via omitted static TLS constraints

Access control bypass in CNCF Envoy 1.13.0 and earlier allows remote attackers to impersonate services in affected SDS configurations. When one secret is reused across resources, the combined-validation-context update callback is not invoked for later resources, and Envoy treats the available secret as inline context, applying only dynamic rules while omitting static certificate constraints. Exposure requires SDS, a combined validation context, and reuse of the same validation secret; the bypass admits certificates that static subject-name or hash rules should reject.
