Remote memory exhaustion via pipelined errors

Uncontrolled resource consumption in CNCF Envoy through 1.13.0 allows remote attackers to cause service interrupt via pipelined HTTP/1.1 requests. Illegally formed pipelined requests trigger internally generated 400 responses that accumulate in the Network::Connection buffer when the client reads slowly, allowing functionally unlimited memory growth and bypassing the overload manager. The condition is remotely reachable without authentication and results in denial of service through memory exhaustion; confidentiality and integrity are not affected.
