Code execution via unescaped CSV quote parameter

Code injection in Horde Groupware Webmail Edition 5.2.22 allows remote authenticated users to execute arbitrary PHP via CSV imports. Horde_Data Csv.php passes the user-controlled quote character into create_function after escaping apostrophes but not backslashes, letting input terminate the generated string and append executable PHP. Registered users can reach affected import pages by default; unauthenticated execution requires explicitly enabled guest access to a CSV-importing resource.
