Unauthenticated account impersonation via deterministic authentication cookie

Authentication bypass in affected Jenzabar JICS 9.x releases allows remote attackers to impersonate any database user via a forged cookie. JICS accepts a persistent JICSLoginCookie before normal session authentication, deriving its AES value from a username with a hard-coded PBKDF password and static salt. Knowledge of a valid username is sufficient to forge the cookie, bypass passwords and implemented MFA, and obtain that account's application permissions.
