Service interruption via unbounded PASV connections

Resource-exhaustion denial of service in IKTeam BearFTP before 0.2.0 allows remote attackers to interrupt the FTP service via PASV connections. The PASV listener accepts unbounded per-host connections, creates a handler thread for each, and retains idle connections without a timeout. No authentication is required; opening thousands of passive-mode sockets consumes server resources until the FTP service becomes unavailable.
