Password disclosure via unnecessary reversible credential storage

Credential exposure in Nextcloud Server before 20.0.0 allows local users with database and configuration access to recover passwords. The login-credential handler reversibly encrypts each login password with the server secret and writes it to oc_credentials even when no external storage needs it. Possession of both the database and server configuration permits password recovery and subsequent access to affected users' accounts.
