Privilege escalation via unchecked configuration restore

Improper authorization in Ubiquiti UniFi Video Controller 3.9.3 and earlier allows remote authenticated users to overwrite configuration. The Windows web interface's backup and wizard endpoints accept restore operations from PUBLIC_GROUP or CUSTOM_GROUP accounts without sufficient privilege checks. Those low-privileged accounts can replace the active configuration, including by adding administrative users.
