Authenticated service restart via malformed plugin name

Uncontrolled resource consumption in Strapi 3.0.0-beta.18.3 and earlier allows remote authenticated users to restart the application. The admin plugin install and uninstall controllers accept a plugin name beginning with a hyphen, pass it to the Strapi CLI as an npm argument, and invoke strapi.reload(). Administrative access to the network-exposed admin console is required; exploitation interrupts service by forcing an application restart.
