Privilege escalation via role-and-region certificate validation bypass

Improper certificate validation in HashiCorp Nomad and Nomad Enterprise 0.10.2 and earlier allows remote authenticated users to escalate privileges. The RPC TLS verifier checked certificate expiry and CA signature but failed to enforce the role-and-region name encoded in the certificate. A trusted operator holding any client certificate from the Nomad CA can impersonate a client or server node, bypass access control, and read client secrets.
