Service interruption via unbounded nonce allocation

Resource exhaustion in Cryptacular before 1.1.4 and 1.2.0 through 1.2.3 allows remote attackers to interrupt dependent services. CiphertextHeader.decode reads the signed 32-bit nonce length from the header and passes it directly to a byte-array allocation without checking the available input or a safe maximum. Any unauthenticated application path that supplies attacker-controlled encoded data to either decode overload can request nearly 2 GB and exhaust the hosting JVM.
