Unauthenticated server crash via unbounded TCP connections

Resource exhaustion in HashiCorp Nomad and Nomad Enterprise before 0.10.3 allows remote attackers to crash servers over HTTP or RPC. The HTTP and RPC listeners imposed neither per-client connection limits nor handshake deadlines, allowing one TCP peer to retain connections until ephemeral ports and other server resources were exhausted. Any party with network access to ports 4646 or 4647 can cause excessive load or a crash without mutual TLS authentication; confidentiality and integrity remain unaffected.
