Local file disclosure via discarded archive permissions

PHP 7.2.x before 7.2.28, 7.3.x before 7.3.15, and 7.4.x before 7.4.3 improperly preserves permissions, allowing local users to read extracted files. The phar_build iterator path assigns archive entries mode 0666 instead of copying each source file's restrictive mode. Exposure requires an application to pass protected files through PharData::buildFromIterator and a permission-enforcing system to extract the resulting archive.
