Out-of-bounds read in PHP 7.3.0 through 7.3.14 and 7.4.0 through 7.4.2 allows attackers to disclose memory or crash PHP on Windows. The Windows path-handling loop in phar_extract_file terminates incorrectly and reads one byte beyond its allocated heap buffer. The condition is reached when the PHAR extension extracts attacker-controlled archive content; impact is limited to process memory disclosure or a PHP process crash.
