Information disclosure or crash via Big5 table over-read

Out-of-bounds read in PHP 7.2.x before 7.2.27, 7.3.x before 7.3.14, and 7.4.x before 7.4.2 allows attackers to disclose memory or crash PHP. In mbfl_filt_conv_big5_wchar, is_in_cp950_pua accepts Big5 trail bytes 0x3a through 0x3f even though cp950_pua_tbl begins at 0x40, causing an out-of-range table index. Triggering requires the mbstring extension to process crafted Big5 conversion data; the result is bounded to memory disclosure or a PHP process crash.
