Process crash via unchecked MMS bit-string offset

Heap-based buffer overflow in libIEC61850 1.4.0 and earlier allows remote attackers to corrupt heap memory via crafted MMS bit strings. MmsValue_decodeMmsData fails to validate bufPos before copying from buffer plus bufPos plus one, causing a write past a heap allocation. User interaction is required for an application to process attacker-controlled MMS data, and the demonstrated consequence is a process abort.
