Extension navigation bypass via session-history restoration

Insufficient policy enforcement in Google Chrome before 81.0.4044.92 allows remote attackers to bypass extension navigation restrictions. When a crafted page opens an extension resource excluded from web_accessible_resources, changes the new window to another page, and goes back, Chrome loads the originally blocked resource from session history. Successful exploitation requires the user to open and click the crafted page and an installed extension with a non-public resource; the demonstrated result is unauthorized loading of that resource.
