Site disruption via unchecked maintenance-mode action

Missing authorization in Minimal Coming Soon & Maintenance Mode through 2.10 allows remote authenticated users to toggle maintenance mode. The CSMM::init path registers admin_action_csmm_change_status after is_admin(), which tests only whether a request targets an administrative page rather than checking user capability. Subscriber-level access is sufficient to take the public site offline or expose site content by enabling or disabling maintenance mode.
