Arbitrary file disclosure via encoded path traversal

Path traversal in Spring Cloud Config 2.1.0 through 2.1.8 and 2.2.0 through 2.2.2 allows remote attackers to read arbitrary files. EnvironmentController normalizes encoded name and label path segments before repository lookup without first rejecting traversal sequences. Exposure requires network access to the Config Server; Spring advises restricting it to internal clients and protecting it with authentication.
