Root-folder access via insecure inherited permissions

Incorrect inherited permissions in Dell Windows 10 recovery images downloaded before December 20, 2019 allow local users to access the root folder. The recovery process propagates insecure inherited permissions to the Windows root folder, but Dell has not identified the responsible image component or ACL. Exploitation requires a low-privileged local authenticated user and user interaction; Dell does not specify which root-folder operations become available.
