User impersonation via persistent post-logout sessions

Insufficient session expiration in IBM Cloud Pak System Software Suite 2.3.3.0 through 2.3.3.5 allows local users to impersonate users. At logout, the UI and REST API leave the authenticated session valid instead of invalidating it. A local user with high privileges and access to the retained session can reuse it to read or modify information and interrupt operations as the logged-out user.
