Account compromise via inadequate REST API lockout

Improper account lockout in IBM Spectrum Scale 5.0.0 through 5.0.5.5 and 5.1.0 through 5.1.0.2 allows local users to brute-force REST API credentials. The REST API authentication path does not adequately lock accounts after repeated failed logins, permitting continued password guessing. Access from a local user context is required, and successful guessing exposes the compromised API account's assigned privileges.
