Authenticated service interruption via unreleased thread pools

Denial of service in IBM Process Federation Server 18.0.0.1 through 19.0.0.3 allows remote authenticated users to exhaust JVM memory. The Global Teams REST API creates thread pools to retrieve federated-system data but fails to terminate them, preventing JVM memory recovery. Repeated authenticated use triggers an OutOfMemory exception and interrupts service; IBM Automation Workstream Services 19.0.0.3 is also affected.
