Restricted-link disclosure via incorrect authorization check

Incorrect authorization in Atlassian Navigator Links allows remote authenticated users to enumerate restricted or hidden linked applications. The CustomAppsRestResource list resource applies an incorrect authorization check when returning the application-link collection, exposing entries the caller is not permitted to view. A valid low-privilege account is required, and the consequence is limited to linked-application metadata disclosure rather than modification or service interruption.
