Administrator command execution via unrestricted PHP upload

Unrestricted file upload in Victor CMS 1.0 allows remote authenticated users to execute system commands through the user_image field. The admin/includes/admin_add_user.php handler passes the client-supplied filename and temporary file directly to move_uploaded_file in the web-accessible img directory without validating the extension or content. Administrator access is required; a PHP payload stored there executes under the web server when its URL is requested, enabling command execution with that process's privileges.
